This is the response from the national safeguarding commission who have concluded that Wiggin was following the correct procedures when he lied to the public.

I have now managed to speak with appropriate people concerning the points you raise.
Again I apologise for the time it has taken to come back to you.
I am satisfied that in the placing of William Green appropriate collaboration took place with the appropriate authorities.
I am also satisfied that correct procedures and rules were followed in relation to your second point.
I cannot comment about threats and bribery as no details are given concerning such serious allegations.
