Mark Wiggin Caritas Diocese of Salford


Mark Wiggin has been the chief executive officer for Caritas diocese of Salford since 2011. Caritas is the social and welfare arm of the church.



In March 2013 Wiggin was contacted by a concerned member of the public that had learnt, from a current resident, that Green was living a short walking distance from St Bede's school. Green had been convicted of 27 different assaults on children in 2010. Wiggin received letters and emails from members of the public asking why Green had been placed in a house within close proximity to St Bede's. 'Vicinity' I am sure most people would agree is a short walking distance away. St Bede's school to 17, Beveridge Street is less than a mile. Wiggin responded to the concerned member of the public with two replies. In the first reply Wiggin states that Green is not living in a property owned by Caritas. Green was in fact living in 17 Beveridge St that was managed by Caritas. In the Cornerstone annual report 2011 reference is made to Benham house (17, Beveridge Street), so it is obvious that Wiggin has full knowledge of the property. The actual owners of the property are the Hogbens (Diana and Richard) volunteers who work on a regular basis for Caritas, their previous company name was Benham and they are involved as volunteers  and fundraisers for the charity. As you will can see Wiggin's terse reply is very misleading. At the time of this reply Green resided in a house that was managed by Caritas on a day to day basis. Wiggin changes his approach in the next letter received and uses the law to support his decision not to discuss the matter. Of course if it was blatantly untrue that Green was not residing at the property.

Green was classed as a MAPPA 1 offender.(Multi Agency Public Protection Arrangements) As a mappa1 he is a required to inform the police when he changes address. He changed his address on the  of April. It is hard to understand why Wiggin as CEO of Caritas diocese of Salford can put his signature to this false information.
